New Delhi: President Pratibha Patil's foreign travel has cost the public exchequer a whopping Rs. 205 crore on her foreign visits, surpassing the record of all her predecessors.
Since assuming office as the country's first woman President in July 2007, Patil has undertaken 12 foreign trips covering 22 countries across four continents. She has four more months to go for her five-year tenure and she is slated to make a trip to South Africa later this year.
A series of RTI applications has revealed that Air India incurred over Rs. 169 crore on use of chartered aircraft, always a Boeing 747-400, on the foreign visits by Patil, mostly accompanied by her family members. A visit to Bhutan was covered by a smaller jet.
A further sum of nearly Rs. 36 crore has been incurred by the Ministry of External Affairs on accommodation, local travel, daily allowance and "miscellaneous" expenses, according to the information provided by the ministry.
The RTI applications were filed over a period of three years during which the authorities concerned showed great reluctance to reveal information.
The Ministry of Defence, which pays Air India for use of chartered aircraft by the President, fended off RTI queries and provided little information.
Air India has billed the Defence Ministry for over Rs. 169 crore on account of aircraft used by Patil. Of this, the Ministry has paid nearly Rs. 153 crore, leaving unpaid bills of about Rs. 16 crore.
Patil has so far visited Brazil, Mexico, Chile, Bhutan, Vietnam, Indonesia, Spain, Poland, Russia, Tajikistan, the UK, Cyprus, China, Laos, Cambodia, the UAE, Syria, Mauritius, South Korea, Switzerland and Austria spending a total of 79 days abroad.

அரசு முறை பயணமாக ஜனாதிபதி பிரதிபா பாட்டீல் கடந்த மாதம் 29ம் தேதி செஷல்ஸ் தீவுக்கு சென்றார். அந்நாட்டின் நாடாளுமன்றத்தில் உரையாற்றினார். அந்நாட்டின் வளர்ச்சி திட்டங்களுக்கு இந்தியா சார்பில் ரூ.400 கோடி நிதியுதவி அறிவித்தார். 2 நாள் பயணத்தை முடித்து செஷல்ஸ் தீவில் இருந்து தென்னாப்பிரிக்கா புறப்பட்டு சென்ற பிரதிபா, அங்கு 7 நாள் சுற் றுப் பயணம் மேற்கொண் டார். அந்நாட்டு அதிபர் ஜாக்கப்ப ஜூமாவுடன் இருதரப்பு உறவுகள் குறித்து பேச்சு நடத்தினார். வர்த்தக ஒப்பந்தங்களும் கையெ ழுத்தாயின. ஜோகன்னஸ் பர்க்கில் மகாத்மா காந்தி சிறையில் இருந்த இடத்தில் அவரது சிலையை பிரதிபா திறந்து வைத்தார். 9 நாட்கள் சுற்றுப் பயணத்தை முடித்துக் கொண்டு பிரதிபா, சிறப்பு விமானம் மூலம் நேற்று காலை டெல்லி திரும்பினார்.
பிரதிபாவின் பதவிக்காலம் ஜூலை 25ம் தேதியுடன் முடிகிறது. ஜனாதிபதி என்ற முறையில் இதுவே பிரதிபா மேற்கொண்ட கடைசி சுற்றுப்பயணம்.
பிரதிபா வெளிநாட்டு பயணம் செல்லும்போது தனது குடும்பத்தினர், உறவினர்களையும் அதிகளவில் அழைத்து செல்வதால் அரசுக்கு அதிகள வில் செலவு ஆவதாக சர்ச்சை எழுந்துள்ளது. தனது பதவி காலத்தில் பிரதிபா இதுவரை 12,க்கும் மேற்பட்ட முறை வெளிநாட்டு சுற்று பயணம் மேற்கொண்டதில் ரூ.200 கோடி செலவாகியுள்ளது. இதை நியாயப்படுத்தியும், வெளிநாட்டு பயணங்கள் மூலம் நாட்டின் பொருளாதார வளர்ச்சிக்கு பிரதிபா உதவுவதாக ஜனாதிபதி மாளிகை அறிக்கை வெளியிட்டது. இது குறித்து நாடு திரும்பும் வழியில் விமானத்தில் நிருபர்களிடம் பேசிய பிரதிபா, ‘மத்திய அரசு கேட்டு கொள்வதால், நாட்டின் வளர்ச்சிக்காகவே சுற்றுப் பயணம் மேற்கொண்டேன். இது பற்றி தெளிவுபடுத்த வேண்டிய அவசியம் ஏற்பட்டதால் கூறுகிறேன்’’ என்றார். பிரதிபா ஓய்வு பெற்ற பின் புனேயில் வசிக்க நிலம் ஒதுக்கப்பட்ட விவகாரத்தில் சர்ச்சை எழுந்ததால் அந்த திட்டத்தை பிரதிபா கைவிட் டார். ஓய்வுக்கு பின் எங்கு வசிப்பீர்கள் என்று கேட்டதற்கு, ‘முடிவு செய்ததும் தெரிவிக்கப்படும்’’ என்றார்.
